David Allan

Executive Director of Spectrum – Sustainable Development Knowledge Network

David Allan has been based for 16 years in Myanmar. Initially a chemical engineer, he spent much of his 35+ year career in the private sector, in resource and manufacturing industry operating and management roles. There he won awards in Energy Efficiency, Cleaner Production and Water Conservation and became a passionate advocate for sustainable development principles.

In 2007 he founded local Myanmar group Spectrum - Sustainable Development Knowledge Network for focus on research, policy, practice change and communications on "Resources, Rights and Economic Justice". Work focus has been on "People Centred Energy Policy" (particularly lighting and cooking), reform in public financial management, promotion of gender and inclusion, development of the edible insect sector for both food and feed and environmental education.

He has been elected representative on three National Sector Coordination Groups and speaks regularly on Myanmar's development. He is a Fellow of the Australian Institute of Company Directors and an Associate Professor (Adjunct) at University of Queensland’s Energy and Poverty Research Group.

Yanis has 21 years of financial and technical experience in energy sector in Asia and Europe, including leadership roles in project development and project finance in frontier markets, financial advisory and M&A.

After a career at EDF, the French utility, with a last role as co-Director for M&A operations, Yanis set up his own advisory firm in Singapore. In 2013, he took the lead of ReEx Capital Asia, a leading investment banking and consulting company specialised in clean energy in Asia Pacific and headquartered in Singapore.

In 2015 he set up and led ICM, a project development company with offices in Yangon, Myanmar, to finance the development of sustainable energy & agriculture projects with funding from InfraCo Asia and UK FCDO. Together with Good Neighbors, an international NGO founded in Korea, he set up Good Briquette Company, a clean cooking project aiming at displacing charcoal through the use of green fuel for cooking. Yanis is a Chartered Engineer in Computer Science and is a CFA Charterholder. He also pursued the Entrepreneurship Programme at IMD.

Ed Brown is the MECS Research Director. He is a Professor of Global Energy Challenges at Loughborough University with research interests in the fields of governance and international development issues with current research outputs focusing upon: questions of transparency and corruption; financial globalization and the financial needs of the poor; and energy access and low carbon energy transitions. Ed has also long had a particular interest in the Central American region where he has explored the political economy of state reforms as well as the broader impacts of neoliberal globalization. As well as being the MECS PI, Ed is the Co-Coordinator of the UK Low Carbon Energy for Development Network through which we are building bridges between the divergent branches of academia working on energy and international development issues. Through this he also leads the LCEDN’s involvement in DFID’s Transforming Energy Access initiative. He is (or has recently been) PI on three EPSRC/DFID-funded projects in this field. One involved networking the projects funded under the RCUK Understanding Sustainable Energy Solutions (USES Network) programme, whilst the other two were research projects, one exploring the implications of political decentralization for energy governance in Africa (READ) and the other exploring the potential of solar nano-grids in the contexts of Kenya and Bangladesh (SONG).

Neil Carmichael has 30+ years' experience in the energy industry. Starting in Shell as a petroleum engineer, he migrated to business development and country chair roles. After positions in Kazakhstan & Turkmenistan, Dr Carmichael left the IOC & became CEO of Pacific Green Technologies group, an emissions controls & environmental engineering company. He is also involved in several other start ups, including a charity, the Fair Trade Software Foundation. His academic background in in mathematics, BSc (Edinburgh) and PhD (Warwick). He is married, with two children.

Peter brings a wealth of experience, having spent the past thirty years working in Asian Markets. Initially Peter worked in Hospitality at General Manager level, in both Hong Kong and China. Following on Peter moved into Real Estate, becoming an Asset and Investment Manager with ING. In this role he supported real estate development and investment projects in China and Taiwan. During his time with ING and latterly CBRE Global Investors, Peter was responsible for portfolios in Taiwan and Singapore, with assets in excess of USD 650 Million.

Peter’s relocation to Myanmar was orchestrated through Yoma Strategic Holdings, whom he joined in 2013 when based in Singapore. Peter moved to Myanmar full time in 2014 as Head of Real Estate Asset Management at Yoma Strategic Holdings.

Peter was part of the founding team that established the British Chamber of Commerce in Myanmar and has served on the board for five years before taking up the role as CEO.
